The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is seeking an accomplished professional to coordinate and direct all legislative and policy activities for the Department and its 13 facilities. The Director will provide guidance to the Commissioner and Deputy Commissioner for Compliance, Regulatory, and Legislative Affairs as well as other senior leadership on legislative and governmental policies and practices. Supervises the DBHDS Senior Policy Advisor for Legislative Affairs and the DBHDS Policy Director. Coordinates planning, initiation, and leadership for major departmental policy initiatives, including convening of taskforces or workgroups. Identifies strategic policy opportunities and threats and initiates actions to address them. Collaborates with other agencies or stakeholders to gather support for DBHDS initiatives. Represents DBHDS and the Deputy Commissioner with the Office of the Secretary of Health and Human Resources, other state agencies, and external stakeholder groups as needed. Assists agency in developing legislative strategy and outreach plans for agency initiatives. Ensures appropriate execution of the legislative bill review process and Legislative Review Team. Serves as agency FOIA Officer.
Minimum Qualifications: Selected candidate must have extensive knowledge of legislative processes and protocols; expertise in policy development and analyses, with specific expertise in behavioral health and developmental disability policy; supervisory experience; knowledge of organization of state government, particularly health and human services agencies and practices, resources planning and budget development; and experience with strategic planning and long range planning. Must also be a positive communicator with established stakeholder relationships and willingness to build new ones; have demonstrated writing skills; be a strong verbal communicator; have excellent professional judgement; knowledge of state and federal laws and policies affecting the agency; knowledge of freedom of information act requirements and statute; skilled in organizing information and events and managing a diverse portfolio of issues and initiatives in a fast paced environment.
Preferred Qualifications: Master’s Degree in health policy or related field or a legal background with demonstrated experience with Virginia’s behavioral health and developmental disability system preferred.
